2018年12月31日國(guo)家統(tong)計局服務業調(diao)查(cha)中(zhong)心和中(zhong)國(guo)物流與采購(gou)聯(lian)合會發布了(le)中(zhong)國(guo)采購(gou)經理指數。對此,國(guo)家統(tong)計局服務業調(diao)查(cha)中(zhong)心高(gao)級統(tong)計師趙慶河進行(xing)了(le)解讀。
2018年12月(yue)份,中國制造(zao)(zao)業PMI為49.4%,比(bi)上(shang)(shang)月(yue)回(hui)(hui)落(luo)0.6個百(bai)分(fen)(fen)點(dian)(dian),其(qi)中生產指(zhi)數為50.8%,繼(ji)續(xu)保持在擴張(zhang)區(qu)間;非制造(zao)(zao)業商務(wu)活(huo)動(dong)指(zhi)數為53.8%,比(bi)上(shang)(shang)月(yue)上(shang)(shang)升(sheng)0.4個百(bai)分(fen)(fen)點(dian)(dian),擴張(zhang)步伐有所加快;綜合PMI產出指(zhi)數為52.6%,比(bi)上(shang)(shang)月(yue)小幅回(hui)(hui)落(luo)0.2個百(bai)分(fen)(fen)點(dian)(dian),繼(ji)續(xu)位于景(jing)氣區(qu)間,表(biao)明我國企(qi)業生產經營活(huo)動(dong)總體延續(xu)擴張(zhang)態勢(shi)。
一、制造(zao)業采購經理指數回落
2018年,制(zhi)造(zao)業(ye)(ye)(ye)(ye)PMI均值為(wei)(wei)(wei)50.9%,表明(ming)全年制(zhi)造(zao)業(ye)(ye)(ye)(ye)總(zong)體保(bao)持增長。近(jin)期受國際(ji)貿易摩擦加(jia)劇、全球經(jing)濟增長放(fang)緩等(deng)多(duo)(duo)重(zhong)因素影響,我國制(zhi)造(zao)業(ye)(ye)(ye)(ye)發展(zhan)環(huan)境穩(wen)中(zhong)有(you)變,12月(yue)(yue)制(zhi)造(zao)業(ye)(ye)(ye)(ye)PMI為(wei)(wei)(wei)49.4%,環(huan)比(bi)回(hui)(hui)落(luo)(luo)0.6個(ge)百分(fen)點(dian)(dian),景氣度有(you)所減弱。本月(yue)(yue)主要特(te)點(dian)(dian):一是(shi)(shi)市場需求下(xia)行(xing)壓力加(jia)大(da),企業(ye)(ye)(ye)(ye)預(yu)(yu)期趨于謹慎。新訂單指(zhi)數為(wei)(wei)(wei)49.7%,環(huan)比(bi)下(xia)降0.7個(ge)百分(fen)點(dian)(dian),生產(chan)經(jing)營活動(dong)預(yu)(yu)期指(zhi)數為(wei)(wei)(wei)52.7%,環(huan)比(bi)回(hui)(hui)落(luo)(luo)1.5個(ge)百分(fen)點(dian)(dian),均為(wei)(wei)(wei)年內低(di)點(dian)(dian)。同(tong)時(shi),一些行(xing)業(ye)(ye)(ye)(ye)逐(zhu)步(bu)進(jin)入生產(chan)淡季,企業(ye)(ye)(ye)(ye)對近(jin)期市場預(yu)(yu)期謹慎。二是(shi)(shi)受外部環(huan)境變數較(jiao)多(duo)(duo),內部需求放(fang)緩等(deng)因素影響,近(jin)期進(jin)出(chu)口(kou)(kou)(kou)景氣度走(zou)低(di)。新出(chu)口(kou)(kou)(kou)訂單指(zhi)數和進(jin)口(kou)(kou)(kou)指(zhi)數分(fen)別為(wei)(wei)(wei)46.6%和45.9%,環(huan)比(bi)下(xia)降0.4和1.2個(ge)百分(fen)點(dian)(dian),均持續位(wei)于臨界(jie)點(dian)(dian)以(yi)下(xia)。三是(shi)(shi)受部分(fen)國際(ji)大(da)宗(zong)商品價(jia)格(ge)(ge)(ge)(ge)大(da)幅波動(dong)等(deng)影響,價(jia)格(ge)(ge)(ge)(ge)指(zhi)數持續回(hui)(hui)落(luo)(luo)。主要原(yuan)材料購(gou)進(jin)價(jia)格(ge)(ge)(ge)(ge)指(zhi)數和出(chu)廠價(jia)格(ge)(ge)(ge)(ge)指(zhi)數為(wei)(wei)(wei)年內低(di)點(dian)(dian),分(fen)別為(wei)(wei)(wei)44.8%和43.3%,比(bi)上(shang)月(yue)(yue)下(xia)降5.5和3.1個(ge)百分(fen)點(dian)(dian)。其(qi)中(zhong),石油加(jia)工及煉焦業(ye)(ye)(ye)(ye)和黑色金屬冶(ye)煉及壓延加(jia)工業(ye)(ye)(ye)(ye)的主要原(yuan)材料購(gou)進(jin)價(jia)格(ge)(ge)(ge)(ge)指(zhi)數和出(chu)廠價(jia)格(ge)(ge)(ge)(ge)指(zhi)數均處于35.0%以(yi)下(xia)低(di)位(wei),回(hui)(hui)落(luo)(luo)幅度比(bi)較(jiao)明(ming)顯。四是(shi)(shi)不(bu)同(tong)規模(mo)企業(ye)(ye)(ye)(ye)PMI均有(you)所回(hui)(hui)落(luo)(luo)。大(da)型企業(ye)(ye)(ye)(ye)PMI為(wei)(wei)(wei)50.1%,比(bi)上(shang)月(yue)(yue)回(hui)(hui)落(luo)(luo)0.5個(ge)百分(fen)點(dian)(dian),微高于臨界(jie)點(dian)(dian);中(zhong)、小(xiao)型企業(ye)(ye)(ye)(ye)PMI為(wei)(wei)(wei)48.4%和48.6%,分(fen)別比(bi)上(shang)月(yue)(yue)下(xia)降0.7和0.6個(ge)百分(fen)點(dian)(dian)。
同時(shi)應當(dang)看到,雖然制(zhi)造業(ye)(ye)(ye)PMI回落(luo),但生(sheng)產(chan)繼續保(bao)持增長,企業(ye)(ye)(ye)成(cheng)(cheng)本(ben)(ben)壓力有所緩解(jie)。本(ben)(ben)月(yue)生(sheng)產(chan)指數(shu)為(wei)50.8%,繼續處(chu)于擴張區間。在調查(cha)的(de)(de)21個行(xing)業(ye)(ye)(ye)中(zhong),14個行(xing)業(ye)(ye)(ye)的(de)(de)生(sheng)產(chan)指數(shu)高(gao)于臨界點,其中(zhong),食品及酒飲料精(jing)制(zhi)茶、專用設(she)備(bei)、鐵路船舶航(hang)空航(hang)天設(she)備(bei)等制(zhi)造業(ye)(ye)(ye)位(wei)于57.0%以上,且景(jing)氣度環比(bi)上升。調查(cha)結果(guo)顯示,本(ben)(ben)月(yue)反映原材料成(cheng)(cheng)本(ben)(ben)高(gao)和物流成(cheng)(cheng)本(ben)(ben)高(gao)的(de)(de)企業(ye)(ye)(ye)比(bi)重為(wei)37.3%和28.6%,分別比(bi)上月(yue)下降(jiang)2.0和0.4個百分點,均(jun)為(wei)近期(qi)低點。
二、非(fei)制造業商務活(huo)動指數(shu)穩中有升
2018年(nian),非(fei)制造業(ye)商務(wu)活(huo)動(dong)指(zhi)數均值為(wei)(wei)54.4%,全年(nian)總體保持在(zai)較高景氣水平(ping)。12月份(fen),非(fei)制造業(ye)商務(wu)活(huo)動(dong)指(zhi)數為(wei)(wei)53.8%,比(bi)上月上升0.4個百分(fen)點(dian),近期非(fei)制造業(ye)擴張有所加快。
服務(wu)(wu)業(ye)(ye)(ye)(ye)(ye)保持平穩增(zeng)(zeng)長。服務(wu)(wu)業(ye)(ye)(ye)(ye)(ye)商務(wu)(wu)活(huo)(huo)動指(zhi)(zhi)數(shu)(shu)為52.3%,比上(shang)月微降0.1個(ge)(ge)百分點(dian),高(gao)于(yu)臨界點(dian),服務(wu)(wu)業(ye)(ye)(ye)(ye)(ye)延續(xu)較快增(zeng)(zeng)長態(tai)勢。在調查的(de)(de)21個(ge)(ge)行(xing)業(ye)(ye)(ye)(ye)(ye)中(zhong),13個(ge)(ge)行(xing)業(ye)(ye)(ye)(ye)(ye)的(de)(de)商務(wu)(wu)活(huo)(huo)動指(zhi)(zhi)數(shu)(shu)位(wei)于(yu)擴(kuo)張(zhang)區(qu)(qu)間(jian)(jian)(jian),服務(wu)(wu)業(ye)(ye)(ye)(ye)(ye)基(ji)本面總(zong)體(ti)向好(hao)。其中(zhong),鐵路運(yun)輸(shu)(shu)(shu)、電信、銀行(xing)、保險(xian)、其他(ta)金融等(deng)行(xing)業(ye)(ye)(ye)(ye)(ye)商務(wu)(wu)活(huo)(huo)動指(zhi)(zhi)數(shu)(shu)位(wei)于(yu)60.0%以上(shang)高(gao)位(wei)景(jing)氣區(qu)(qu)間(jian)(jian)(jian),行(xing)業(ye)(ye)(ye)(ye)(ye)實現較快增(zeng)(zeng)長;但道(dao)路運(yun)輸(shu)(shu)(shu)、郵政、餐飲(yin)(yin)、證券、房(fang)地產(chan)等(deng)行(xing)業(ye)(ye)(ye)(ye)(ye)位(wei)于(yu)收縮區(qu)(qu)間(jian)(jian)(jian),業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)總(zong)量有所減(jian)少。從市(shi)場(chang)預(yu)(yu)期(qi)(qi)看,服務(wu)(wu)業(ye)(ye)(ye)(ye)(ye)業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)活(huo)(huo)動預(yu)(yu)期(qi)(qi)指(zhi)(zhi)數(shu)(shu)為60.2%,重回(hui)60.0%以上(shang)的(de)(de)高(gao)位(wei)景(jing)氣區(qu)(qu)間(jian)(jian)(jian)。其中(zhong),鐵路運(yun)輸(shu)(shu)(shu)、航空(kong)運(yun)輸(shu)(shu)(shu)、餐飲(yin)(yin)、旅游等(deng)行(xing)業(ye)(ye)(ye)(ye)(ye)業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)活(huo)(huo)動預(yu)(yu)期(qi)(qi)指(zhi)(zhi)數(shu)(shu)環比提升幅度較大,表明(ming)隨著元旦春節的(de)(de)臨近,與居民消費、出行(xing)密切(qie)相關行(xing)業(ye)(ye)(ye)(ye)(ye)的(de)(de)市(shi)場(chang)需求將逐步(bu)釋放,企業(ye)(ye)(ye)(ye)(ye)對(dui)近期(qi)(qi)市(shi)場(chang)預(yu)(yu)期(qi)(qi)普遍(bian)看好(hao)。
建(jian)(jian)筑業景氣(qi)度明(ming)顯提升(sheng)。商務活動指數(shu)為(wei)62.6%,比上(shang)(shang)月上(shang)(shang)升(sheng)3.3個(ge)百分點,升(sheng)至高位景氣(qi)區(qu)間,建(jian)(jian)筑業增速有所加快,表明(ming)近(jin)期(qi)國家出臺(tai)的(de)(de)多(duo)項促(cu)進(jin)基礎設施投資穩(wen)定發(fa)展的(de)(de)政策措施效果有所顯現。從市場需求和預期(qi)看,建(jian)(jian)筑業新訂單(dan)指數(shu)為(wei)56.5%,連續三個(ge)月位于(yu)56.0%以上(shang)(shang)的(de)(de)較高景氣(qi)區(qu)間,市場需求保持平穩(wen)較快增長;業務活動預期(qi)指數(shu)為(wei)64.5%,繼續位于(yu)高位景氣(qi)區(qu)間,且高于(yu)上(shang)(shang)年同期(qi)0.4個(ge)百分點,企業對行業發(fa)展的(de)(de)信(xin)心進(jin)一步(bu)提升(sheng)。
三、綜合PMI產出指數(shu)延續擴張態勢
2018年,綜(zong)合PMI產(chan)出(chu)指(zhi)數(shu)均值為53.7%,表(biao)明全年我國企業(ye)(ye)生(sheng)產(chan)經(jing)營活動(dong)總體保持(chi)平(ping)穩增(zeng)長。12月(yue)份,綜(zong)合PMI產(chan)出(chu)指(zhi)數(shu)為52.6%,低于(yu)上月(yue)0.2個百(bai)分點,繼續位于(yu)景氣區間,我國企業(ye)(ye)生(sheng)產(chan)經(jing)營活動(dong)總體延續擴(kuo)張(zhang)態勢,擴(kuo)張(zhang)步(bu)伐(fa)有所放緩。構成(cheng)綜(zong)合PMI產(chan)出(chu)指(zhi)數(shu)的制造(zao)(zao)業(ye)(ye)生(sheng)產(chan)指(zhi)數(shu)和(he)非制造(zao)(zao)業(ye)(ye)商(shang)(shang)務活動(dong)指(zhi)數(shu)分別為50.8%和(he)53.8%,環(huan)比一降一升,且非制造(zao)(zao)業(ye)(ye)商(shang)(shang)務活動(dong)指(zhi)數(shu)高于(yu)制造(zao)(zao)業(ye)(ye)生(sheng)產(chan)指(zhi)數(shu)3.0個百(bai)分點,表(biao)明非制造(zao)(zao)業(ye)(ye)對經(jing)濟增(zeng)長的拉動(dong)作用(yong)進一步(bu)增(zeng)強。
